Why do I only work well at the last minute?

Action becomes much easier once the consequences are immediate.

Some people only feel focused when a deadline is close. The pressure creates urgency, but it also means you're living from crisis to crisis. This pattern is sometimes called deadline surfing: the task only becomes real when time is about to run out.

The deadline supplies the urgency you can't generate earlier, and it works, so it never gets examined. It does mean the work happens in whatever time is left, rather than the time it needed.

How the pattern works

Urgency arrives only when the deadline is close enough to feel real. Earlier time feels empty, so it gets filled with other things. The question shifts:

The aim isn't to finish the whole task today — only to make the next move easier to approach.

You might set one intermediate checkpoint with another person attached to it, before the real deadline. External weight earlier on can create the urgency that only the final deadline usually supplies.
